I've seen this before when the user.dic file (the bespoke user dictionary) contains an invalid string of characters. To trouble-shoot that, just exit notes and rename user.dic to user.rem and then restart notes and try again. I would say it seems unlikely that a problem in user.dic is affecting all your users at once though. Maybe there is a problem with primary dictionary eg. uk.dic. Check prefs on the client to see what primary dictionary the client is looking for and then make sure it is available in the data dir. Try deleting it and reimporting in prefs.
You say the problem must be local since it is not apparent on inotes but I don't think that's a safe assumption. It is quite possible you have an issue in the memo form in your standard mail template that would affect notes ui but not web. Are you using a customised mail template? If so, try a replace design with ibm vanilla template and see how that goes.
